Light Distribution Superintendent

Supervises, directs, and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; provides advice, guidance, and technical expertise to staff member; keep abreast of current City of Albany (COA) Human Resources policies and procedures and following the same.

Supervises the daily operations and activities of the Light Division, including installation, maintenance and repair of the overhead power distribution, underground power distribution, electrical substations, wells, gas plants, street lights, security lights, and computerized data system sites.

May be required to work after normal business hours, weekends, holidays in the event of a natural disaster, power outages, down power lines, trees, etc. or any disruption of the service to Utility customers; during periods of severe weather, required to notify immediate supervisor for any instructions.

Organizes and priorities department workload; coordinates departmental work activities with those of other divisions/departments, contractors, engineers, utility companies, outside agencies, or other individuals; makes work assignments; ensures adequate staffing during emergency situations.

Monitors status of the work in progress; inspects completed work; analyzes settings on breakers, recloser and fuse coordinates; performs diagnostic testing on systems and equipment.

Verifies the engineering correctness of work orders and projects; reengineers work orders and projects as needed.

Develops standardized testing procedures based on sound engineering practices.

Supervises design of new systems.

Supervises field crews in restoring interrupted power.

Monitors and implements precautionary work methods and safety equipment to ensure safety of work crews and the public.

Recommends long and sort term goals and objectives for the department; recommends program changes, organizes changes, and staffing changes; develops standards governing the quantity and quality of service; makes recommendations to director.

Drafts divisional budgets, presents budget recommendations to Director and Finance Team; monitors spending of all divisional sections to remain within budget restraints; establishes and recommends organizational changes to reduce budgets.

Presents divisional needs to Directors, Assistant City Managers and City Manager to recommend rate changes for the Light Division.

Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; makes applicable calculations; analyzes trends; prepares and generates reports; maintain records.

Prepares and/or completes various forms, correspondence, reports, work orders, billing statements, purchases requests, performance appraisals, equipment specifications, and other documents.

Receives various forms, reports, work orders, purchase requisitions, timesheets, job applications, bid specifications, electrical diagrams, maps, manuals, or other documentations; reviews completes, processes forwards or retains as appropriate.

Reads and interprets electrical diagrams, blueprints, and maps.

Operates a computer to enter, retrieve, review or modify data in computer database; verifies accuracy of entered data; makes corrections as appropriate; uses knowledge of various software programs to operate a computer in an effective, efficient manner.

Operates a variety of equipment, machinery and tools associated with department operations.

Maintains inventory of department equipment, tools, supplies and materials; ensures availability of adequate materials to conduct work projects; initiates requests for new or replacement materials; supervises general maintenance activities necessary to maintain machinery, equipment and tools in operable conditions.

Researches, analyzes and recommends new equipment and products for potential use within the department; develops technical specifications for vehicles and equipment for bid processing.

Monitors vendor and contractor performance; researches and resolves problems.

Communicates with management, employees, city departments, contractors, other utilities, the public and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to request for service.

Responds to routine request for information from employees, officials, the public or other individuals.

Responds to complaints and questions related to department operations; provides information, researches problems, and initiates phone calls.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.


Operates a motor vehicle in the performance of duties.

Attends community and home owner association meetings to establish relationships with citizens and businesses.

Attends Board meetings and commission meetings, make presentations on matters concerning their respective division.

Performs other related duties as required.

Supervisory Responsibilities

Manages 3-4 subordinate supervisors who supervise a total of 30 employees in the Light Division. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises 4-8 non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree in Electrical Engineering, or closely related field required; supplemented by ten (10) years managerial experience and/or training that includes electrical distribution/transmission systems, electrical engineering, utility operations, computer operations and activities preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
